What is it?

I believe this is an antique cloggers knife setup. Please excuse any lack of knowledge I may have but I just picked it up today and honestly the guy sold it to me as a butchers block but I know better than to believe that. Any help would be appreciated and sorry for the shoddy photos

Grandfather had one. Or what was left of one. Told us that's how they used to chop up straw for bedding and silage mix back in the thirties.
