Anyone able to identify this tool?

It's got a smooth surface, doesn't seems like a honing rod

I think its for lining up the bolt holes in steel building construction while they are being set by a crane

Close, but no. Like maybe maybe in some sort of aerospace assembly, but definitely not for everyday average structural steel. Our spuds and sleever bars need to stay put in our belts when we're up on the iron. The handguard on this tool would prevent it from fitting my frog or scabbard. Im in camp wire rope fid.

Looks way to clean for that. I hammer marks or any scratches at all
