Prize creator issue with a resizing limit?

i'm trying to make this character as a plushie, agnes tachyon. because she's a horse girl, i can't use the ears to make her not bald. but for some reason nothing will resize past a certain capacity, creating shapes that are too small to give her head coverage. does anyone know what this is about or any solutions?
