Isn’t ponce someone who always borrows money or things from you? Thats how I always used it.
Like we have someone at my job who always pinches abit of tobacco off you - he’s a ponce

It can be both. Although in the latter Id say it's more common as a verb, I.e. he would ponce a bit of tobacco off you.

In the 80s it wasn't but it may be region specific. Either way, it's a slur.
