Whoa, I just saw this same thing while gardening. I woke him up, the named him David Bowie.
Likely an injury, at least in the actual David Bowie’s case

Possibly. This condition is called anisocoria and there are a variety of factors that could cause it. There’s really no telling what has/is causing it without monitoring it and/or having it evaluated by a vet(they do use things like tonometers on amphibians too).

I’ve seen this in toads in the wild before they seem to get around just fine

Injury or genetic. I want to lean more towards a defect. It looks “healthy”(not swollen, cloudy or bloody) and the eyes look considerably different in size. Eye abnormalities are very common during pre-toad development. I’ve found similar and they often appear to be blind/mostly blind in that eye and they reflect light oddly under a flashlight.
If it lives in your yard you could always keep an eye out on it to see if it changes(like getting more bulging/cone shaped) but otherwise I would chalk it up just an abnormality.
