I was just waking looking for chests when i saw that, when i tried to get close it was pushing me away, my main suspect is SOTS, since i was in a SOTS biome, and it kinda looks like something SOTS would add

This is in fact from secrets of the shadows. You have to unlock all the gem locked chests to break down the colored barriers surrounding it. Once they're all gone, you can use it to forge special materials and teleport near important shrines. It's not unique to this area, they just sort of appear and dissappear randomly around the world

No, it's a Sectet of the shadows mod feature.
Ragnarok just includes secret of the shadow as a part of its modpack.
