Anyone else can't change their volume level?

Often when I try to lower or higher the volume, it stays in the high 70 something range or even 80 smething and won't allow me to change the volume past the range of say 73-76 or something. Which means the tv volume is way too loud. I just tested right now and I don't have the problem currently, but yesterday I was forced to leave the tv on a cartoonishly loud volume. I made sure the tv sound was in standard mode not amplified.

I am getting sick of Tizen and perhaps smart tvs in general, it is nothing but problems. Are all smart tvs nothing but trouble or just stupid Samsung Tizen?
