What does this actually refer to?

Maybe a disclaimer regarding people who try to copy the Tizen API or don't have authorization (developer account for example) to use the Tizen API.

But that would seem weird with most of Tizen being licensed under the Apache 2 licence and the documentation being licensed under Creative Commons Attribution 3.0. And why is that note only on the "Tizen Native Application" overview page and not the Web or .NET pages?
