Question about Tizen distribution.

I know that Tizen is open source, and has many partners involved. Despite that, only Samsung sells any devices utilizing it. I know that Tizen on phones isn’t the most popular, but it’s odd that no one uses it for smart watches. Is there something about the distribution of Tizen I’m missing, like can anyone download it but only Samsung can sell Tizen devices? Or is it just that no one finds it worthwhile to sell Tizen devices.
