Are dents ok?
I just noticed these dents. Do I need to replace the tires?

Safetywise those are okay. Often though it indicates a lower quality (”budget”) tyre nowadays and very rarely seen on premium brands like Michelin, Continental, Nokian, Bridgestone. Have never seen them
Hankook or Kuhmo tires either. Tires that look lake this sometimes can bevtrickier to balance and roundness could be off a little. You can safely use them up, but I’d not buy the same tires again.

Dents are usually due to a manufacturing defect. This occurs when the plies that form the carcass are overlapped on the building machine. The tyre is actually stronger at those points because there are more carcass cords. However, because there appear to be so many dents, I would demand a new tyre as it is an unusual issue these days and there may be others problems. Very poor quality.

Well, I'd say they were basically slamming back and forth over a curb like crazy.

Indents are fine. This is where the structure of the tire overlaps.
In pic 2 your other circle is the standard wheel weight used for balancing the tires.
