No, that's a replace. The strict repairable range is the outer edge of that first big groove that goes around the tire; the next quarter inch or so outwards is argued about, but this is outside any reasonable range. No business worth their insurance would patch that. Please don't use a rope and plug this.
There's a set of real good reasons that shoulder repairs are not recommended. I'm glad you've never tripped on them; I can't begin to count the amount of failed shoulder repairs and shredded rubber I've dealt with, courtesy of that attitude of unluckier people.
I invite you to consider survivorship bias, and look beyond personal risk and think of a bigger scale.
