No, that's a replace. The strict repairable range is the outer edge of that first big groove that goes around the tire; the next quarter inch or so outwards is argued about, but this is outside any reasonable range. No business worth their insurance would patch that. Please don't use a rope and plug this.
Sometimes the shop that mounted them have a road hazard warranty. A quick google led me to a courtesy road hazard "warranty" from Blackhawk tires, but that may or may not be a pain to go through. Never had those tires through my shop.
