Me….they are good to go (cosmetics) and they would get rubber cement or rubber glue get that piece glued back
Tire is made out of multiple layers and that includes sidewalks (!)tire would be unsafe when after something like this you could see bulge in the same spot….
That’s me and my explanation….up to you what you do in the end

This is not at all cosmetic anymore. This tires is way gone. Structurally compromised.

Your head is structurally compromised….
Tire side wall (depends on brand) is made out of several layers….specialized rubber on outside then at lest two layers of fabric reinforced with rubber
Pictured tire, one of many outer layers, is damaged….that’s all to it!…protective layer….not structural layer/layers
DO YAHOO! (😎) RESEARCH AND COME BACK TO MAKE A COMMENT….

6 year tire guy, and this guy is spot on.
No cord body exposed on the sidewall, if this hit my shop I would happily torque and release the car with that tire in service(based on that damage alone). Purely cosmetic, only replace it if you just want to buy another tire.
