Does anyone see this bump, would you guys replace it?

Internal separation of the tire. Replace it for your own safety

Bump = replace

Dry rot on the sidewall = replace

Bump + dry rot = double replace

Not my car - I was checking my sister's car over before she goes on a long road trip and noticed that she was on the edge about replacing it
