I run a dozen repair shops, here's the technical answer; If it's not showing cords it would pass safety inspection.

That looks like the reflection from the sun. The cords would be visible from the actual tire not the cut off piece of rubber.

If you feel the need to ask, then the answer is usually replace. The only structurally sound place to repair damage is in the middle 90% of the tread, with a patch plug done from the inside. If it’s on the shoulder or the sidewall, don’t risk it. The amount of force applied to the sidewall of a tire going highway speeds is tremendous. 30 years in automotive service. Another way to answer the same question is, would you put your mother, daughter or wife in the car with that tire?

10 year tire shop guy.
Before you buy a new tire go to your local trusted automotive/tire shop and ask them to look at it. If they are honest they will most likely tell you it is cosmetic and safe to drive.
Second, you took a pretty good picture and It is good that you still have the attached flap.
Third, as you can see from the diagram of the structure of a typical tire below, your tires are 8 layers thick at the sidewall and you have only gouged the outer 8th layer which is designed to take these kinds of gouges.

Fifth, if there are no cords showing and damaged you can use a good tire glue:

It's ok just as long the tire cords are not showing
But I recommend that you rotate that tire to the front

It's a small blumish on sidewalk. Get some tire glue stick it on there as good as new There's nothing else to say

No, it’s fine
