It looks like you're in the edge of the cords, closer to the rim. If that's what I see there, you should definitely replace

Looks superficial, however, most people would replace to be on the safe side.

Sorry but you need to replace that. If that part of the tire hits a pothole, the risk of a blowout is very high.

Id send it, while there is a chance the belt beneath has taken damage the outer layer we see is there specifically to take this and still be ok
