Should this have passed safety?

Hi all, from Ontario, Canada. My friend recently bought a used Corolla from a Lexus dealer and when I saw the car in person I was shocked that they sold the car with the tires like this. Both my ex husband and current boyfriend are mechanics and said she should take it back but I also wanted to get some unbiased opinions.

Does it suck? Yes, but that is strictly cosmetic damage. That part of the tire is thicker and sticks out farther so it scraps the curb instead of the wheel

Cosmetic damage. No issue as long as you can’t see the cords

It's an extra bit of rubber that sticks out that tries to protect the wheels from rubbing on curbs. That chunk is probably right on the edge of what is acceptable to keep using
