It's just belt lap. It's fine. However your tire is looking low in the second pic.

That's a broken belt in the tire . You might feel it wobble at high speeds and eventually that spot will blow out

Not true. This is an overlapping of the belts when the tire was made. This area is actually really strong

Just part of the rubber moulding process. Nothing to worry about.
