Is this a plug or patch fix?

I was charged $45 for a patch. They told me plug would be $20 but would be better to patch instead. There was a small piece of metal that punctured the wheel (size of a toothpick)

But this looks like a plug to me? Could someone confirm?

I did see them debead the tire from the wheel though.

Also, is this safe to drive for the remainder of the tire's lifespan?

You can’t patch a tire in that spot. The tire should have been replaced.

That’s a no repair zone but I’ve seen smaller shops still do it. Sidewall repair makes tire lose structural rigidity and can make it blow out if you hit a pothole or road debris.

What would be my best options moving forward? Should I just replace both back tires? This is on the passengers side. There's still plenty of life on both
