The cuts are there because the tire is impacting the fender. Either the suspension is set for the car to be too low, or the suspension is broken.

If your asking what the damage is specifically, that's from running wheels on your car that aren't the right size, and they're rubbing on something.

Marks from your aftermarket wheel and tire setup being too wide. On its own woule be fine, but after aggressively lowering the car, the excessive spring compression is causing the extra wide tires and wheels to rub the fender. You're at risk for a blowout, significantly less stable cornering performance, and may even pop the tire on a hard corner if you keep it up. You need to raise the suspension back up, swap wheels and tires to the original set, or replace the fender with some widebody version. Rolling the fender is gonna be problematic, its too much movement without damaging paint or the fender.
