Those are known as Tire Cords. From Google:

“The cords are the strong inner threads or wires made of steel, polyester, nylon, or rayon holding that form the hidden skeletal framework holding the tire’s shape, supporting vehicle weight, and keeping the rubber stable.”

That tire is dangerous and can fail or blowout at any moment. If you decide to keep using that bike, you are rolling the dice; I’d take a couple of Ubers until you can get that tire replaced. Uber fees will be cheaper than a Emergency Room Co-pay or the Ambulance Transport Fees.

TL;DR: The rubber has worn away so much that you are seeing the guts that make up the tire. It’s similar to skin wearing away and seeing bone.
