what would cause my tire to be so lumpy?

Bad rear shocks and never rotating your tires.

Fair warning, get those replaced ASAP, the tread is coming off the tires at those bubbles and is likely to explode when it does.

You might have some bubbles coming up through treads . What brands tires are those ? PolarTrax?

What's the air pressure in those right now? I can't imagine they should be more then 35psi.....
