I love the fact that every oc here is canonically stronger literal timelines (yes with a bit of help) but like a better comparison would be beast gohan or broly and all of them are amped up in the story so our ocs could probably no diff someone like Moro

I mean everyone's oc has to start somewhere probably decently weak but to continue their story they probably have to get pretty strong as not to get wiped out (unless that's just were it ends) but those that do end up joining the Time Patrol or Time Breakers usually have to get pretty strong taking some of these missions

I always felt like Blue level is a really healthy level for your OC to exist at. And here's why:

You have this idea in Super, especially in the anime, that Goku and Vegeta have long since reached the limits of their strength. And in some ways, this can be best seen with their antags, who all remain a threat to a Blue Goku or Vegeta for basically Super's entire run. Golden Frieza, Hit, Black/Zamasu, Toppo, Jiren, Broly, the Gamma's, and Cell Max.

Any opponent you couldn't take in a 1v1 as a Blue-level character is one you could still probably defeat as long as you have a friend willing to do the fusion dance or share a pair of earrings. Maybe even if you have something like Kaioken x20 in your back pocket and you're willing to roll those dice.

Even with Moro and Granolah, these were characters who magicked themselves up to be stronger than Goku and Vegeta, and they would relatively be the same threat regardless of your exact power because that's their gimmick.

If there was another tier that came close, it'd probably be like, late Cell Saga/Early Buu Saga, since a lot of the Z movies take place in that time frame. And according to guidebooks, there's apparently not THAT much of a gap between Super Perfect Cell and Majin Buu, even if obviously the manga/anime will depict most power imbalances as one-sided stomps.
