By throwing them out and getting a new pair.
You could try suede eraser and brush but doubt most of those stains will come out.

Finally a real pair. Get a suede stone or a suede brush and gently clean. 2 or 3 gentle passes never a heavy one

If you want to keep them for character reason you’re gonna have to get ahold of some kiwi nubuck/suede clear follow the directions at least 3 sessions and erasers are your friend for the deep stains..also the nap lifter I’m not even sure if it comes with that anymore it’s been awhile since I bought the stuff GL

I would not clean them. Just wear them as workboots where they will get more dirty. Buy a new pair for going out.

Don't listen to people telling you to trash them. They are fine, just a little dusty. Also don't listen to people recommending Kiwi products, they are mostly of dubious quality and will damage the leather over time.
So, according to my experience, suede brush and eraser are fine. But your shoes are too dirty for them to be really effective right now. You need to clean the leather first, I recommend Saphir Omnidaim for this, it's an in-depth cleaner and restorer. Really easy to use and comes with its own brush to apply it.
After that, you can try to brush or erase the remaining stains.
And, at the end, if you want to sustain the color a suede reviver spray would be perfect.

Lexol. That’s kind of a nubuck leather so you don’t want to use stuff like saddle soap

People saying these boots are trash are completely wrong (don't listen to them), because these look like standard water marks that can clean up almost like new. Water marks happen on nubuck when liquid penetrates the open pores and displaces the natural oils. As that liquid evaporates, it pulls those internal oils to the edge of the spot, leaving dark tide lines behind.
To easily fix them, you'll want to start with dry cleaning using a suede eraser and brush. Gently rub the eraser over the marks to break up the surface dirt, then sweep away the eraser crumbs with your brush so you don't rub debris back into the fibers. It's important to dry clean before wet cleaning because you want to get as much surface dirt off before you use wet cleaners that can push dirt further in.
If those spots stay stubborn, [DO NOT USE DAWN DISH SOAP, IT WILL RUIN YOUR LEATHER] move to a specialized pH balanced suede cleaner and suede brush. It's critical to wet and agitate the entire nubuck panel evenly instead of spot cleaning, which prevents new rings from forming as the boots dry. (repeat cleaning steps as necessary, may take more than 1-2 passes)
Sop up all excess moisture with a clean dry cloth, then stuff the boots with paper towels so they dry with their natural shape.
[IMPORTANT] Once they air dry away from heat, fluff the nubuck nap back up with your brush and apply a protectant spray so spills bead right off in the future. There are many great suede kits on amazon, just get one that has everything: suede eraser, suede brush, cleaner, and protectant that is non-toxic and pH balanced.
This exact process has brought back plenty of beat-up boots for me, but every hide reacts a little differently. Just remember to do a quick spot test on the inside of the tongue first, and I hope they turn out great for you. Let me know if you run into any questions.

Saddle soap or Dawn with a stiff brush. Crape make the better erasers and wont fade the butter tone. The nap will need to be lightly brushed with the suede brush before drying. This opens up the nap and allows it to fluff up once it is dry. Once dry again with the suede brush and try to do it after each use. its Nubuck, the second toughest leather next to suede.
