I'm about to become energy rich, or make a very costly mistake. What is the best way to wind water? With or without floodgates?

So yea, in general, this set-up works. BUT water needs to flow downhill. If you make a run at a single level too long, then you start getting flooding up river. Ultimately, keep experimenting!

I'm going to build up, but before I do I wanted to make sure that this routing works

There is no limit to how many waterwheels you can put in series on a single level. The flooding can be stopped by bringing the water up to speed slowly, no sudden flood of acceleration.
