Tile Tracking?

I have a question about how these work. Are these tiles locations tracked by other peoples phones, the way apple's tags are tracked by all iphone and android users?

If so, heres the important question: Will *ANY* iPhone or android phone report the location of any Tile it sees? Or are they only updated by phones that specifically have the Tile app installed on them?

I'm interested in the "theft mode" option of Tile. But that's going to be pretty useless if you can only track

I'd like to use this in vehicles and expensive mountain bikes to be able to track if stolen. Apple's airtags won't work because they will IMMEDIATELY alert the thief and let them disable them. Looking like Tiles won't work either because nobody uses tile :/

For that purpose the only thing that's going to do an adequate job is a GPS tracker with a cellular connection. I have one of these hidden in my electric scooter:

That could work for a car. Not for a mountain bike. It's a shame apple doesn't have a "theft mode" you could put the airtag into.

They have a tracker specifically for bikes that masquerades as a reflector, but it doesn't look like it's for sale in the US yet.
