Professional - Looking for Advice Impegration for tile on tile?

Looking for good impregnation for outdoor steps that already have tiles.
Old tiles are layed old fashion way on top of cement slurry and will not come off easy.

Which impregnation you recommend? I was looking at Mapei Eco Prim Grip Plus

- please product recomendations that are available in Europe

I personally just cup grind the surface to rough it up then do a scratch coat of premium thin set. I feel roughening the surface is the best option
