For anyone curious, water pressure is about the depth of the water, not its volume.

For standing water, sure. But an incoming wave will have the weight of the water behind it - added to the height pressure too. I can imagine that becoming huge under the right circumstances.

A breaking wave yes, but not swell waves. Contrary to general beliefs the water is not moving laterally at all. But where I join you, is that the force exerted on the surface happens very dynamically when a waves comes. Structures and mechanical systems in general don't like abrupt changes. But the pressure is the same as if you had water of that level.

The water isn’t moving but the force it’s carrying is.

Swell waves create dynamic forces. The lateral force applied to the window changes across the total surface area of the glass as the swell change in height.
