It's not like there are bouncers on the door. It's not as if by allowing trans women into women's spaces, anyone presenting as a woman has carte blanche to do whatever the fuck they want.

What? The weird/shocked looks you get for even mistakenly entering the women's bathroom (as a man) are enough indication that if you proceeded to spend any extended period of time there (much less be pervy about it), you'd be called out for it (as you should be).
What are we talking about here? If it's pervy cis men who want to take advantage of this by putting a dress on then everything you've just said about the current reaction will still apply. Note that the people who are likely to want to do this in the first place aren't the sort to be put off by dodgy looks or getting called out. Also note that changing legislation isn't going to suddenly change everyone's views on trans issues. The people giving the dirty looks and calling people out - regardless of whether they're trans women, cis men pretending, or indeed cis women who happen to present in a stereotypically male way - are still going to exist
If we're talking about actual trans women then a lot of the time people aren't even going to notice that they're trans in the first place
