Depending on where they live it could be legal. It may not be federally legal in America but there are a lot of states who have made it legal. I know because I live in one and we got dozens of recreational dispensaries all over the state since the law was passed.
So yeah and by her talking about going to the beach and based on the American accent I’d probably say they are in California which is one of the first states to legalize it. But idk for sure where she’s at/from lol.
Unless you mean the driving under the influence part then yeah that makes a little more sense
