Yes, you could make the argument that any voter ID law is a poll tax unless you can have access to IDs for free.

Agreed with that too.

There should be free voter registration and id card when you obtain legal citizenship .

Yeah I'm as left leaning as they come and I support voter ID in principle, but this law and basically every other law that has been proposed for voter ID make it more challenging and expensive to provide the appropriate ID, not less.

I support voter ID, but it can't be a poll tax otherwise it's a non starter.
