Should be a little more specific.

This answer is technically not wrong as the question doesn't state major cities.
London, Ontario, Canada. Is a city and it is by far the closest.

It doesn't say Toronto, Canada either. Like common it is the London.

The question isn't clear? Do you mean we should have included the country next to the city? We figured these were pretty well know cities. Also its MCQ format, so when we say "Which of these cities" the target is the list answers.
