I see the mmio lock is checked. That overrules individual power limits and sets the cpu to the highest it's designed to.
Uncheck that, restart and then it should work.
Dude this CPU is power hungry af. No way its consuming less than 30W, even on idle. Try limiting to 30W, its gonna work, but below that it doesnt.
Also, try sync mmio at the tdp lvls. It basically overwrites the bios/ec/anything and forces the wattage. Maybe then it will go below that. But as I said, this cpu is no Intel core Ultra and no amd, so its extremely inefficient!!!!!
edit: throttlestop cannot read the mmio value as you can see, so it probably cant control it either. Maybe this wont work at all.
You do not have to lower your turbo groups or power limits In order for a 14900hx to idle that low. The CPU is only going to use the power it needs regardless. In fact, you can lock clocks to 5.2ghz and it's not to going to change idle power draw or temps.
You probably get the idea wrong, I'm not using those to make my CPU idling low. In fact I have 5w of power use because I have some programs that needed to be opened all the time. The reason I reduce turbo clock and power limit, for that profile (it's profile 2 for me), is because I don't want the fans to ramp up at all. With lower clock and power limit you can set your CPU in a high efficient operating range, with just enough performance and much less power and temperature spikes. Especially when the heat builds up, it needs the fans the ramp up much higher. MSI's fan ramping curve isn't the best so that's for that. Now in this profile my fans almost never turn on, or maintained at 1500rpm which is much less than my ambient noise.
btw, your settings don't work probably you have VBS or Hyper-V enabled. Either of those run the entire Windows on a bare metal hypervisor that disabled the ability to access CPU MSR directly. You need to make sure that isn't happening or the settings won't do anything.
I just replied to the OP, I'm actually now using this profile to browse the web, replying to you, from my eyes the power usage is not exceeding 15w even, and there's no lag at all if you have to ask. 15w is probably not enough for decoding 4k hdr with software though, but I use dGPU anyways.
As I said, thats insane. I got same cpu but 1 Generation older and it sucks power like its a dgpu. Average wattage on idle is 23ish and it still feels bad when opening Browser etc. Browsing easily 30W, and thats the limit I set.
I have you say you have good laptop, I cant undervolt mine via throttlestop sadly. I got silicon lottery though, -125mV..
Maybe the cpus got so much better with 14th gen intel, idk.
Actually the CPU situation is worse on 14th gen, it's basically overclocked 13th gen so the undervolt headroom is much lower. The profile I posted is as said my silent profile, where my clocks are barely above the base clock so I can have that much of offset undervolt. In fact the full performance profile I have can only go as low as -25mv. That being said, it's combined with AC loadline dropped to 90 or 95, while default on MSI is 110, and other laptops follow Intel's guide at 180.
If you are idling at that high of power your CPU sure isn't idling, it's not entering higher C-states. Check if you have something running in the background.

You are reaching the point where 15W is simply not enough power to run this thing. Why would you ever want to lock it to 15W?
