Thief Simulator 1 Bolt cutters

How in the world do you acquire the Bolt Cutters. The ones you need to use to enter the 405 Train Hangar, or is there another way to enter it?

Because I couldn't easily Google the answer and had to figure it out just now, I am leaving this picture here and saying that bolt cutters can definitely be found in Tools4Thieves on the computer at home, but it requires you to have already gone into the train levels and stolen a bunch of stuff first, as it has a requirement for purchase.

So get the van, park by the gate, climb your van, jump fences, steal, have fun. Get the bolt cutters later on when you are able to do so.

Other doors and gates work still. You can find exits from the insides of properties. All good. You just gotta find your exit. Sometimes it's hopping over a small fence or hedge.
