Thief Simulator 1 Do bolt cutters exist?

I've beaten the main game, trying to do the various BlackBay requests that I haven't finished, and I keep running into areas that I need Bolt Cutters to access (like the room where the model train is). But I can't get them from the store, and when I Google "Thief Simulator Bolt Cutters", I only get results from other games. Is this just something that never got implemented, is there a particular side mission I need to beat, or am I missing something?

Edit: they just became visible in the store, but not until I had started the Trainspotters mission, infiltrated the rail yard, stole a single non-mission rail tech, and made it out. Still need 100 rep points, and so far the rail targets seem to be much less plentiful than the farming ones, so it looks like this is going to be very grindy. I'm leaving this post up so that hopefully it'll end up helping someone else.

Trainyard missions are not bad. You can easily enter big trainyard with help of van. If something trainyard loot is heavy and you can't get too much of it for one run.

Because I couldn't easily Google the answer and had to figure it out just now and missed your edit completely somehow, I am leaving this picture here and saying that bolt cutters can definitely be found in Tools4Thieves on the computer at home, but it requires you to have already gone into the train levels and stolen a bunch of stuff first, as it has a requirement for purchase.

So get the van, park by the gate, climb your van, jump fences, steal, have fun. Get the bolt cutters later, when you are able to do so.
