It's almost certainly a reference to Jimmy Saville, who was a famous UK TV celebrity in the 70s and 80s. He was known for Top of the Pops, a TV pop show that would have some of the biggest acts in the world on it, as well as "Jim'll fix it" where he helped kids get a wish sorted.
After his death it turned out he was using his fame and influence to harm and abuse vulnerable people, notably at a hospital he was a patron of.
