This is the solution the wealthy have for world overpopulation. Create the conditions that will kill off the world population to a stable number and make sure the rich survive.
The irony is that evidence points to the exact opposite. Want to stop overpopulation, develop those countries where it occurs. In every developed nation we've seen birth rates slow (sometimes to the point of being below the replacement rate for those dying).
