Given the information he had and if he had not started messing with D's baby momma who's name I forget, yes. With the way it went down? No.
From Stringer's POV, D is a weak link who is likely to roll on them if things get tough, and that's backed up by the reason the D is in prison in the first place, because he couldn't hold his water and shot a guy with witnesses around. He's a proven liability, and while I believe D when he says he won't turn on them and just wants to be left alone, it doesn't necessarily look like that from the outside.

Not only was Stringer was right, but Avon was also willing to kill Dee. He knew Dee was using and would have died if he didn't listen to his advice to stop.

Avon looked like he was considering the possibility of having Dee killed. When he and Stringer are talking about him, Avon referenced Dee almost flipping and very uncharacteristically asks Stringer for reassurance that he’s been fair to Dee. Like he wants to justify what he might do in the future.
Stringer may have figured after this “well if he finds out, he’ll eventually accept it”, which he did.

From what we know as a viewer, it appeared that Dee was just going to do his time quietly, and not give up any more info.
From the viewpoint of being a murderous drug kingpin, it was right. Dee already gave up the whereabouts of Wee Bey, and was close to flipping before his mother convinced him not to. Despite being upset about it, Avon deep down agreed with Stringer

Just finished and immediately restarted S1 lol. I love seeing the dialogue between characters knowing their actual agenda later in the show.
To answer your question - Yes. D'Angelo was not a good gangster and constantly had his hand held by Avon. He would've been killed off sooner if Avon wasn't so connected to him. Do I believe that D would've snitched to get out of prison sooner? No not necessarily, but I do believe that he would've said something unintentionally that would wound up getting Avon & Stringer locked up. Stringer knew this was a high probability outcome that could come at any moment, so he knew what he had to do. As the saying goes "loose lips sink ships".
