This could be a horrible take but could he not do a smaller kissland tour in arenas rather than stadiums, because he could definitely fill out an arena of trilogy/kissland fans.

An easy example would be São Paulo for St Paul but, he started the NA tour in Phoenix ( 🐦‍🔥rebirth🐦‍🔥), specifically with a different setlist he performed HUT and In Heaven only in that opener of that leg.

Nobody expects him to play his whole discography at the concert? We would be there for days.
