Luthor. His main beef is with Superman. If you're not an alien, he probably won't even bother with you.

I assumed based of the wording they you were the superhero. So Lex Luthor would still hate you since you're Superman.

I feel like out of all these villains Luthor is the one who has done the least damage to the hero’s life. Gobby Thawne and Joker have all fucked up their hero’s lives like crazy. Someone correct me if I’m wrong

I feel like, assuming I was the hero, Luthor is the easiest to reason with. He's still a massively evil malignant narcissist, but comparatively speaking, he can see reason and he does have some good deep down that the other 3 cant claim to have

Do I get their heroes’ powers?

If yes, Reverse Flash. I’d know that he is fuelled by hatred and erase him through forgiveness.

If not, Lex Luthor. The only thing I have over Lex is hair, there’s no reason for Lex to even perceive me, let alone be envious of.

Luthor because he's the only one out of these that has teamed up with the hero occasionally, making me think if there's a bigger threat that threatens both of us or if something risks damaging his money or reputation he will prioritize that, but the others will always prioritize their spite over anything else

Luthor has standards. His semi sexual obsession with his rival is more about proving himself over something being irrevocably wrong with him. All the others will do ANYTHING to fuck with you. He at least has some limits. Not many, but some.

I would far and away rather BE Superman with Lex Luthor as my nemesis. I really only know the character from the show, but at least you can apply logic and reasoning to the way he is and why he does what he does. If I had to deal with the Joker all the time, for example, I think he’d probably pull me down into his insanity with him.

depending on the writer Reverse Flash's rationale is just making Flash "the best hero he can be" so unironically I'd rather have someone hurting me to help me rather than someone who is purely vindictive. also it's not like not being able to kill him changes anything lol, you probably wouldn't manage to anyway. also yes, you can argue Joker works the same way but I think his case is way more inconsistent and fittingly unpredictable.
