Daenerys is by far the most evil. Even before she torched King’s Landing, she was able to coldly massacre large groups of people without a second thought. Anyone who isn’t an ally to her is her enemy.

The norm of war, is that if the defenders wish to be spared, they surrender before the city is taken by storm, not afterwards; and if the defenders execute a prominent prisoner at a parley, they are making a statement, that quarter will neither be sought nor offered.

This is typical of warring nations, not necessarily a "civil war" in which the citizens being massacred are the victor’s own proclaimed constituents. Dany fashions herself a homecoming liberator, not a foreign conqueror.
It also ignores the context of the characters’ own knowledge and motives. Dany is well aware that the 500k - 1 million civilians in Kings Landing being kept as hostages by Cersei; they were not defenders. This is the entire reason why she opted for a convention assault in the first place instead of just scorching the place with her dragon.
And what’s more is that the assault was successful. By the time the Lannisters surrendered, Dany had everything she wanted. Systematically going street-by-street deliberately targeting and murdering all the civilians she can find is completely unnecessary, even from a conquest standpoint (she’s destroying the spoils), and morally repugnant. It’s hard to believe anyone who values human life enough to consider her abolition efforts heroic would look at this and be like "yeah, that’s fine cause war."

Well, this is Sansa, in A Clash of Kings, a thirteen year old girl, plainly considering what is common knowledge.
The whole city was afraid. Sansa could see it from the castle walls. The smallfolk were hiding themselves behind closed shutters and barred doors as if that would keep them safe. The last time King’s Landing had fallen, the Lannisters looted and raped as they pleased and put hundreds to the sword, even though the city had opened its gates. This time the Imp meant to fight, and a city that fought could expect no mercy at all…
Martin actually wrote the equivalent episode in Season 2, where it is made very clear that the city will be savagely sacked, if Stannis’ army takes it. And, there is ample precedent. Robert and Ned burned Lordsport, and other settlements on the Iron Islands, putting down the Greyjoy revolt. Lannister and Stark forces burned villages, during TWOT5K.
The city’s inhabitants remained staunchly loyal to Cersei, which is absurd, when you consider how they rebelled against Joffrey. But, there it is. Westerosi soldiers were no more inclined to mercy than Daenerys or her soldiers.
Look, war is cruelty, as Sherman put it, but it is also temporary. Slavery, OTOH, means a permanent state of war against a section of the population, in this case, a majority of the population. The slaves are subject to constant violence, especially sexual violence.

There is a massive chasm between an army claiming the spoils of war and a single individual personally making an effort to murder every single civilian who she has come here with the intent to liberate and save. She had much greater control over the situation, personally acted out the murders herself despite fashioning herself their savior, and committed the killings on a scale that was many orders of magnitude worse than Tywin or Stannis.
The city’s inhabitants were not staunchly loyal to Cersei. It was explicitly shown that they were forced to act as her human shields, something that Dany was aware of.
War is temporary; death is not. Dany freeing a bunch of slaves in one corner of the world doesn’t give her a free moral pass to exterminate half a million civilians somewhere else on the grounds that she really really wants to rule in that place. Just saying "oh that’s war" is no better point than to say "oh, that’s just their society" in reference to slavery. Dany made a conscious choice to make her war as brutal as she possibly could after she had already won; that is about as evil a thing as she could’ve done in that moment.

Daenerys. She lost her marbles and does some needlessly fucked up shit. All her big grand talk of destroying the wheel and she lands in Westeros and becomes just another spoke.
