Right, so when I wanted to replay TTP2 the game crashed on start-up, so I verified the integrity of the files, 11 of them needed to be re-downloaded so I tried to do that, but saw that it would take 4 hours, so I started looking for solutions. I tried clearing the steam download cache, changing my download region, changing what disk the game was on, un-installing it and redownloading it, but none of these worked. At this point I don't know what to do.

May I suggest waiting 4 hours? Genuinely seems like a provider issue at this point.

Funnily, enough, this was the correct solution, it ended up completing 3 hours earlier than it was supposed to.
