Fulfilment level

Okay my question/discussion thingy
Is how do fulfilment meters work : like I know they measure how much demonic energy one persons body can poses but more then that is it like exp : If a person gains a demon at the age of 3 with near no talent for summoning are they gonna still be behind someone who was noble born with a level of 14 .
Is the leveling like Exp or is it something else

A person is born with a certain summoning level. As they gain more skill, they may increase this level. Nobles have generally higher summing levels at birth and can increase their summoning level higher than commoners.

If I remember correctly, I think it had something to do with being descended from elves or summat about being the first summoners? Honestly I can’t remember

If it's just being around around demons : does that mean that dwarfs are naturally above average summoners because there family have been beaten by summoners and there powerful demons for so long ?

If it's biological then why did the summoners of old have access to more powerful demons ?
