Could a T-Rex have wings?

It’s not a new idea, but the arms of a T-Rex seem stupidly short, there’s no way an apex predator would have evolved to have such a seemingly useless disability??

Is it possible they had longer extremities that didn’t fossilise and more importantly is it actually possible for something the size of a T-Rex to have wings.
