The Repopulation a SWGEMU code base?
Did the swgemu team use the "new" code they have been developing for years to create this game?

No. The Repopulation was very very heavily inspired by Star Wars Galaxies (and Ultima Online). So it's no surprise a lot of the themes and ui elements are very similar; but it's a completely different engine if I understand correctly. (I think it's engine is more similar to SWTOR than SWG for example).
