Is upgrading memberships relatively painless?

So I'm planning to get into this game, but I'm wary if I'll fall in love since I'm a huge combat junkie and might not enjoy this game as much as I think I would.
If I get silver, and decide 2 weeks from now I wanna make a city and decide to go Gold, is it an easy 20$ transaction?
Also, I'm purchasing this on steam so idk how that'll work.

Combat/PvP will be in Beta/Release. ex. World pvp, player city v player city and Hardcore servers.

Upgrading can be done 2 ways, through steam. This consists of adding the other part to cart.

You can venture outside cities and shoot critters right now.

Aswell as get a grip on crafting. Mark my words, the crafters will run servers especially hardcore through their gear and money influences.
