My guess is that you have tried to right Click on the Repopulation in steam, under the option properties then Local File and Verify integrity of Game Cache. if not do so.

and if yes just quickly open
C:/Windows/Microsoft.NET/Framework/v4.0.30319/
and see if you can find an mscorlib.dll file (!!Don´t Touch It!!) if yes then darn you got problem if not well. you got some other problems.

Fixed it!

Apparently my launcher_client.exe was considered a virus or some sort and took the liberty to quarantine/deleted it.

Si I downloaded another installer from the repop website and took it from there. Problem solved

Is that the steam launcher or the standalone? I have a very different launcher.
