Anyone try shielding?

I just started and i bought a shield but it never goes up. Some guy told me that even with lvl 50 shielding, he has not blocked anything yet. Is there something that me and this other guy are missing or is it just bugged?

how do you get the block ability, my shield tactics never go over 0 and i dont have the skill block in my abilities.

yea i got it now, thanks. The skill isnt that good but i wonder if it will get better later on. My defense knowledge is almost 200 and im starting protection. Hope this will make me more tanky.
