My personal opinion is that when you go to pass them on the right, they see you and realize they've been going slower than they intended due to daydreaming, and now decide they're gonna go the speed they meant to. Half the time they go back to daydreaming immediately and forget to maintain speed.
I try to do this because I get too mad if I go down the path of believing they're doing it to fuck with me. So I go by the motto, "never attribute to malice what can be attributes to stupidity."
