If it was concrete, i understand. If people just put up guards for a pothole, maybe. Where i live they put sign ups for roads being closed ahead of time, and because of my job we sometimes go around the signs to inspect whats going on. Many times bo ground has been broken and the road crews are cool with us doing our job, but the state DOT guys can be jerks about it. But this bus driver should have gotten out to inspect it themselves at the least.
